Krap I gotta be That Nerd and point out that helium ain't rly fissionable, it'd take more energy to split that atom than you'd get from the result, there ain't no helium isotopes, there'd be no neutrons released to sustain a reaction, but heck we can't let all that get in the way of a meme dangit!

You are talking about a chain reaction of neutrons flying off and smacking neutrons out of other atoms.

The meme, however, is not, it is suggesting the splitting of a stable atom with a guillotine, a technique that I don't believe has ever been tried.
