Does anyone have any guesses on what this might be? Found in a restoration shop (Dick Shappy's in Rhode Island) that focuses on American vehicles earlier than 1940. My best guess is a crank hole cover or hubcap? Thanks in advance!

I didn't have much luck with Google Lens, but my best guess would be what you suggested, a crank hole cover or a hubcap, depending on the size.

Any idea of the diameters and if the (apparently) two pieces move relative to each other?

My first thought was perhaps some sort of vented cap or drain.
