I did see a thread, but it's a few years old. 

Turns out there's a lot more of these things than just "steam deck". 

What do I even look for? Specs like a PC?, are there certain programs that only work with certain ones like console? 

I have an Xbox series X for modern games, my laptops are trash, and my desktop is nice for 10 years old, is not in a good place for constant use. I'm looking/hoping for something I can play older, like say 1995-2015, computer games on easily and not in my living room. City builders, maybe old single player FPS, actually everything would be single player. 

Should I even be looking at steam decks for this?

Look for specs like a PC, or more specifically a laptop since they're similar hardware-wise. Any handheld gaming PC (that's what these things are) should run all but the most demanding games from 2015 and before just fine.
