I have been thinking about upgrading graphics cards recently. this would most likely also require me to upgrade from my 650W PSU. I would like to spend around $300 on the Graphics card going no higher than $400. Any suggestions are welcome.

Need more info on what you're working with. What are the rest of the specs for the PC?
This is akin to asking what cam to install without mentioning what's going on with the rest of the motor.
I will say that graphics card prices right now are dumb, so $300-400 is going to be a tight sell.

Apologies. Yep GPU and CPU prices have made 0 sense in the past few years but especially this past year. I have a Asus ROG STRIX B550-F Gaming Wifi 2. 1tbssd, 2tb ssd, 32GB RAM AMD Ryzen 7 5800XT, and finally the shamefull GTX 1650. I would prefer something around or better than the RTX 3060TI. I saw the RX 9060 XT is pretty cheap right now for no apparent reason.
With that budget don't even look at new cards, go directly to the used market. I haven't bought a new video card myself since probably the early 2010s. Used RTX3070s are a good value right now.

What's the best place to shop for used video cards these days?

After some benchmarks with the 3070TI, 3070, 3060TI, 3060, RX 7600 XT, RX 7700 XT, and the RX 9060 Used 3070TI's seem to have the best price to performace and performe just better. They are also cheaper (around 300 used)
Yeah, I've been lowkey wondering if I should move over to a Radeon for my build. I was aiming for a 4080 but was only able to get a 3070 as everything was sold out.
I more meant one of the higher end Radeons than those. If I'm looking at the various review charts, one of the flavors of 7900 should get me comparable performance to a 4080 for a little over half the price. Then I won't need to touch this computer for at least half a decade

I did the same (6750 XT). Its solid, but when you look at GPU charts... holy E36 M3 its a potato. Its just that not many games have come out that I care much about.
That said, its absolutely incapable of running the new Doom, and I'm a Doom nut. :( There is no other compelling reason to upgrade, and I can't justify $400+ just to play new Doom.
About 2/3 of my gaming is done from my console PC plugged into my TV. Its still rocking a 1070, and its surprisingly fantastic for all of my controller friendly games.
For that budget, the RX 7600 XT is a great pick with plenty of VRAM and solid 1080p/1440p performance. The Intel Arc A580 is cheaper but still strong for 1080p. Just make sure your PSU can handle the upgrade.
Sadly the search is postponed. I think Ive fixed all the things on my car that need attention (except an oil change.) but I now have no where close to enough for a graphics card. Maybe Ill resume this search in a month or two.

Its a GTX 1650. Its alright for your average now older title. But some like squad it just requires more.
